Fans of “Dragon Ball Super” are waiting for the Tournament of Power as Goku, with his Super Saiyan X power, battles Jiren. Under the rules, only the winning universe would remain, while the other universes would be erased. Although Goku’s power would be used against Jiren to defeat the strongest warrior of Universe 11, four Universes are actually considered the strongest and exempt from being eliminated.
4 Universes Near Perfection
While Universe 11 is the Tournament of Power’s biggest threat in “Dragon Ball Super,” the strongest universes are Universe 1, 5, 8 and 12. The four universes are near perfection because their Gods of Destruction did their jobs quite well. However, since these four universes as exempt from elimination, for Universe 7 to survive, Goku and his team must stick together.
Their team may not have the greatest fighters in the entire universe in “Dragon Ball Super,” but because of the teamwork and chemistry of Goku’s team, Universe 7 has a big chance to beat the eight other Universes. The four strongest universes have identical scores of 7.
Assessing Overall Power Levels

By pitting the two weakest universes in the exhibition match in “Dragon Ball Super,” Zeno could see the overall power levels. From Universe 9, to compete in the exhibition match is the Danger Trio, while from Universe 7, the team is made up of Goku, Gohan, and Majin Buu.
